Our Mission: Promote and Strengthen Tribal Justice Systems to Restore Balance and Order in our Communities, While Honoring Sovereignty and Cultural Values
In December 2004, Hoopa Valley Tribe Chief Judge Richard Blake invited representatives from local Tribal courts to meet with him about shared interests, particularly full faith and credit of domestic violence protection orders in state courts. The meeting was so productive, the representatives decided to meet regularly.
Eventually, this informal group decided to incorporate, have bylaws and membership, and seek funding to strengthen and improve access to Tribal Courts in Northern California and beyond.

The 2016-2017 Board of Directors, designated by resolution by each Tribe are:
- Bear River Band of Rohnerville Rancheria: William Sand, and alternates Abby Abinanti (Yurok) and David Montoya
- Hoopa Valley Tribe: Richard Blake (Chief Judge) and Michelle Krieger (NCTCC Secretary)
- Karuk Tribe: April Attebury (NCTCC Vice-Chairperson) and Russell Attebery
- Tolowa Dee-ni’ Nation: Denise Padgette and Jeri Thompson (NCTCC Treasurer)
- Yurok Tribe: Abby Abinanti (Chief Judge and NCTCC Chairperson) and Jennifer Burges
